I know that their wide ranges of hair colors/styles and eye colors really just represent the fact that the Japanese are fascinated with Western culture. But are the characters' noses, eye-shapes, etc supposed to look like they are actually Japanese? Is it just that they have dyed hair? Usually the story-lines take place in Japan...Are the characters in anime/manga meant to have Caucasian or Japanese facial features?
the great thing about anime is that the characters are meant to look universal. while it is true that most of the early anime, like sailormoon, featured blonde hair and big blue eyes, the characters generally are impartial to being Caucasian or Japanese. actually, if you go to Tokyo, you'd see the young people looking and dressing as they feel, some even dyeing their hair in lighter colors. its all about expression, which also holds true for anime.Are the characters in anime/manga meant to have Caucasian or Japanese facial features?

most of the time you see them eating anything they are using chopsticks to eat Romen and rice.
In the Pokemon anime you never see anyone who looks African American or Latino.

its not really meant for the character to have the japanese look or feautures, but try to see that sometimes, the other characters which tells that they are american, british (example only), they look same as the original character who is a japanese.
Good question. I believe its both. Japanese generally view themselves as having more Western-style features (higher cheekbones, lighter skin, bigger eyes) than other Asian nations, so in anime they exaggerate these features to fit claims of their own superiority in a sense over other Asian groups.
